In a significant development, the United Nations is taking proactive steps to strengthen international cooperation on artificial intelligence (AI) regulation and oversight. On August 26, 2025, the UN Secretary-General António Guterres expressed his enthusiastic support for the recent decision by the General Assembly to create two groundbreaking initiatives aimed at fostering global dialogue and governance of AI.

In an official statement released by the UN spokesperson, it was highlighted that the establishment of the United Nations Independent International Scientific Panel on AI, alongside the Global Dialogue on AI Governance, represents a critical advance in leveraging AI’s advantages while mitigating its potential hazards.

“This pioneering milestone underscores the collective commitment of Member States to build upon the foundations laid by the Global Digital Cooperation Framework, part of the Pact for the Future adopted in September 2024,” the statement noted.

Furthermore, the Secretary-General announced that he will soon initiate an open call for nominations to form the Scientific Panel. The panel is expected to deliver annual reports during the upcoming Global Dialogue on AI Governance, scheduled to convene in July 2026 in Geneva and subsequently in New York in 2027.

The Secretary-General urged all interested parties and stakeholders to rally behind this historic initiative, emphasizing the importance of collaborative efforts to create a future where artificial intelligence benefits all of humanity.
