UAE Reinforces Its Global Leadership in Digital Transformation

ABU DHAB: The United Arab Emirates continues to solidify its position at the forefront of the global digital revolution. Driven by a visionary approach and bold national policies, the UAE has made digital innovation a fundamental element of sustainable growth and economic strength. Both public and private sectors are implementing strategies that prioritize individuals, recognizing them not only as beneficiaries but also as active drivers of digital progress.
International analyses consistently highlight the UAE’s swift advancements in digital development, with top rankings in various global indices reaffirming its leadership role regionally and worldwide in technology and smart city initiatives.
Notably, the United Nations E-Government Survey 2024 places the UAE at the top globally in the Telecommunications Infrastructure Index, with a perfect score of 100 percent. This achievement showcases the widespread deployment and high performance of digital networks, highlighting the maturity of the country’s digital backbone.
Additionally, according to the Speedtest Global Index published by Ookla, the UAE has maintained its position as the world’s fastest mobile internet provider from July 2024 through June 2025. In June alone, the country recorded an impressive average download speed of 546.14 Mbps, outpacing its international competitors significantly.
In 2024, the UAE government reached a major milestone by executing approximately 173.7 million digital transactions across its online platforms. Over 57 million users accessed a total of 1,419 digital government services, demonstrating high engagement levels and a satisfaction rate of 91 percent.
Moreover, UAE cities continue to excel in smart city rankings, with Dubai securing the fourth spot globally and_FIRST in the Arab world, and Abu Dhabi ranking fifth worldwide in the IMD Smart City Index 2025. These achievements reflect ongoing advancements in digital services, intelligent infrastructure, and overall quality of urban life across the emirates.
The United Arab Emirates has once again demonstrated its leadership in the region by ranking at the top in the 2024 Government AI Readiness Index, published by Oxford Insights and encompassing assessments of 193 countries worldwide. This index evaluates various factors, including government efficiency, technological development, data availability, and infrastructure all of which the UAE continues to advance with confidence. According to the Interregional Centre for Strategic Analysis in Abu Dhabi, the UAE is steadily progressing toward becoming a regional leader in artificial intelligence, driven by strategic investments in research, talent development, and innovation.
Industry experts have praised the UAE’s role in digital transformation, noting that it has established itself as a global benchmark for comprehensive progress and innovative initiatives. Rasha Abdo, Director of the Strategic Client Team for the Middle East and North Africa at Infobip, highlighted the country’s rising global stature in AI and digital technologies. She pointed out that the UAE’s perfect score on the Telecommunications Infrastructure Index underscores the robustness of its digital networks. Abdo also emphasized landmark initiatives such as the Dubai Government’s 360 Services policy, which aims to provide proactive, integrated, and customer-centric services. She stated that the UAE is setting new international standards for digital service excellence across both public and private sectors.
Furthermore, Abdo noted that the nation’s digital transformation framework is a leading example of delivering people-centered services, leveraging AI and automation at the governmental level. The UAE continues to forge ahead in pioneering innovations across various sectors, including banking, retail, and healthcare.
Amjad Al Sabbagh, Group Vice President for the Middle East and Africa at Sprinklr, observed that the maturity of the UAE’s digital ecosystem has shifted from merely adopting new technologies to creating personalized experiences tailored to individual needs. He emphasized that the focus now extends beyond achieving rapid results to incorporating a human touch and anticipating future demands. According to Al Sabbagh, designing user-centric services and prioritizing digital transformation are crucial drivers of economic growth in the UAE. He also highlighted that the country’s goal to double the digital economy’s contribution to GDP by 2030 aligns with forecasts suggesting that AI will contribute approximately 13.6 percent, or around US$100 billion, to the national economy. This ambitious vision supports broad economic diversification and sustainable innovation for the future.
