The Dubai Future Forum, the world’s largest gathering of futurists, hosted discussions on the immense potential of adaptive technologies to empower People of Determination and enhance their independence. Held at the Museum of the Future on November 19-20, the event brought together over 2,500 experts and 100 global organizations to envision a forward-thinking world.
Driving Innovation Through Collaboration
Khalfan Belhoul, CEO of Dubai Future Foundation (DFF), emphasized the importance of enabling innovation rather than controlling it. Speaking during a session titled “Making the Case: Which Way to the Future?”, he said, “Governments that succeed don’t run the show; they enable it.”
Belhoul showcased Dubai’s leadership in creating adaptive regulatory frameworks like sandbox systems and regulation labs. These initiatives allow safe testing and scaling of emerging technologies while bringing together policymakers, entrepreneurs, and stakeholders to collaborate on solutions.
He stressed that fostering a balance between innovation and safety is crucial for scalable growth.
Strategic Foresight: A Key to Success
Amy Webb, CEO of the Future Today Institute, lauded the UAE’s approach to strategic foresight, calling it a global example of long-term planning.
“The UAE is a testament to visionaries who developed a strategic roadmap for its transformation and acted decisively on it,” she said.
Webb also addressed the challenge of measuring the success of forward-thinking initiatives, stating that while foresight often prevents crises, its outcomes are hard to quantify. She urged the adoption of innovative, data-driven methods to measure impact and create accountability for such projects.
Adaptive Technologies for Inclusion
In a session titled “Enter the Future: Technology for Humanity”, Dr. Jordan Nguyen, a biomedical engineer and futurist, highlighted how adaptive technologies are revolutionizing opportunities for People of Determination.
“Technology is no longer just a tool—it’s a force for empowerment. By blending collaboration and creativity, we can turn ambitious ideas into meaningful solutions,” he said.
Nguyen’s insights underscored the role of innovation in enhancing independence and mobility for individuals with disabilities, unlocking possibilities that were once unimaginable.

The Dubai Future Forum underscores the emirate’s commitment to shaping a more inclusive and innovative world. With participation from 100 countries, the event fosters global collaboration to design technologies and systems that prioritize humanity and adaptability.
