DUBAI: The fifth edition of the International Programme for Civil Aviation Leaders (TIPCAL) has ended in Dubai with wide global participation, bringing together aviation leaders and government officials from many countries.

The programme was organised by the General Civil Aviation Authority in cooperation with the Government Experience Exchange Office. It included 21 interactive sessions with ministers, directors, and senior decision-makers from civil aviation authorities and ministries around the world.

TIPCAL 2026 was held at the same time as the World Governments Summit. This allowed participants to attend special summit sessions and join high-level talks on government innovation, strategy, and best practices.

The programme ran from February 3 to February 6. It focused on key topics in the aviation sector, including the use of artificial intelligence, the link between aviation and tourism, future planning trends, and sustainable aviation.

Officials said civil aviation today is not only about travel but also about supporting cities, economies, and communities. They explained that programmes like TIPCAL help build strong global partnerships and share knowledge about new technology, smart air mobility, and sustainability.

They added that the UAE sees civil aviation as an important part of long-term development and innovation. It helps prepare the economy and society for a smarter and more connected future.

Energy and infrastructure leaders noted that aviation produces about 2.5 percent of global emissions. They said the UAE is working to lower the environmental impact by investing in sustainable aviation fuel, modern infrastructure, and new technology, while still supporting sector growth. They stressed that global knowledge-sharing events like TIPCAL help countries work together and move faster toward greener aviation.

Government officials also highlighted the UAE’s flexible laws and regulations as a key reason for growth and competitiveness. They said leadership programmes like TIPCAL help train a new generation of aviation leaders who can use smart laws and innovation together to support sustainability and progress.

The civil aviation authority said TIPCAL is a special platform that connects global experts and opens doors for international cooperation. The programme supports innovation, modern technology, and skill development to help the aviation sector face future challenges and grow in a sustainable way.

During the week, UAE ministers and senior officials joined the sessions. Topics included better government services, stronger aviation competitiveness, digital transformation, artificial intelligence in airport and airline operations, and new management methods that support technology and innovation.

Previous TIPCAL editions also saw strong regional and international participation. The programme continues to grow as a leading global platform for knowledge exchange and innovation in civil aviation.
