Dubai: Digital Dubai has launched a new whitepaper called the AI Integration Matrix Framework. The goal is to help Dubai Government departments use artificial intelligence in a clear, safe, and organized way.

The framework was created by a Digital Dubai team led by Eng. Abdullah bin Kenaid Al Falasi, Director of the Infrastructure and Operations Department. It gives government teams a simple plan for using AI across their work, instead of running small separate projects that do not connect with each other.

Digital Dubai said the new framework supports Dubai’s plan to become a smarter and more connected digital city. It also helps government departments improve services for people by using better data, stronger systems, and smarter digital tools.

The whitepaper says AI is not only about building apps or smart tools. It also needs clean data, strong rules, good planning, and safe use. Without these things, AI projects may not give good results.

Hamad Obaid Al Mansoori, Director General of Digital Dubai, said the framework is an important step in moving from simply using AI to making it part of the full government system. He said the aim is to build a government that works as one connected system and keeps people at the center of change.

Matar Al Hemeiri, Chief Executive of the Digital Dubai Government Establishment, said the framework will help government departments use AI in a more planned and useful way. He said this can lead to better digital services, faster work, and stronger government performance.

Khalifa Al Marri, CEO of the Shared Government Services Sector at Digital Dubai Government Establishment, said the framework will help departments move from small AI trials to full AI use across government work. He said this will help Dubai get more value from AI and support its global position in digital government.

The AI Integration Matrix divides AI use into four main areas:

  • Internal AI agents that help government employees do daily tasks faster and better.
  • Internal knowledge systems that help staff find and use government information.
  • External AI agents that help the public through smart and interactive services.
  • External knowledge systems that give useful information to people and customers.

This setup helps departments see where AI can be used, choose the most important projects, and avoid doing the same work more than once.

The framework also helps answer a common question for government teams: where should they start with AI? Digital Dubai says the matrix gives a clear starting point by sorting AI projects, setting priorities, and reducing risks from unplanned testing.

Digital Dubai has already used the framework inside its own work. The whitepaper says it helped guide more than 100 AI systems across different sectors. This made AI projects easier to track, improved teamwork, and reduced repeated work.

Eng. Abdullah bin Kenaid Al Falasi said strong digital systems are needed for AI to work well. He said AI success depends on ready platforms, connected systems, trusted data, and safe technical environments.

The framework is also designed to be useful outside Dubai. Digital Dubai says other governments can adjust the model for their own needs while keeping the same main ideas of balance, safety, and connection.

The launch shows Dubai’s growing focus on AI, smart services, and future-ready government. It also supports the city’s wider aim of using technology to improve people’s lives and make public services easier to use.
