ADNOC: Abu Dhabi National Oil Company Explained

ADNOC, the Abu Dhabi National Oil Company, is the state-owned oil and gas company of the Emirate of Abu Dhabi and one of the largest energy producers in the world by output. Formed in 1971, it manages the majority of the United Arab Emirates’ oil and gas reserves on behalf of the Abu Dhabi government.
What ADNOC does
ADNOC operates across the full energy value chain: upstream exploration and production, gas processing, refining, petrochemicals and shipping. Rather than running every business line directly, ADNOC increasingly operates as a group holding company, with several of its units run as separate, partly listed subsidiaries on the Abu Dhabi Securities Exchange (ADX), including ADNOC Distribution (fuel retail), ADNOC Drilling, ADNOC Gas and ADNOC Logistics & Services. This structure lets ADNOC bring in international investors and capital into specific business lines while the Abu Dhabi government retains overall control of the group.
Ownership and governance
ADNOC is wholly owned by the Abu Dhabi government and is overseen by the Supreme Petroleum Council, the emirate’s top decision-making body for oil and gas policy. Day-to-day leadership sits with a group chief executive officer; the role has in recent years been held by Sultan Al Jaber, who is also known internationally for presiding over the COP28 climate conference hosted in the UAE.
Diversification beyond oil
Alongside crude oil and gas production, ADNOC has expanded into petrochemicals through Borouge, its joint venture with Austria’s Borealis, and holds stakes in clean-energy ventures including Masdar, Abu Dhabi’s renewable-energy company. This mirrors a broader pattern among Gulf national oil companies: using oil-era capital and infrastructure to build positions in gas, chemicals and low-carbon energy for the decades ahead.
Why ADNOC matters to the Gulf economy
Oil and gas revenue, largely channelled through ADNOC, remains a foundational part of Abu Dhabi’s economy and, by extension, the UAE’s public finances and sovereign investment capacity. ADNOC’s capital spending, procurement and partnerships with international energy majors also make it one of the most consequential single actors in Gulf industrial and energy policy.

Frequently asked questions
Is ADNOC a public or private company?
ADNOC itself is wholly owned by the Abu Dhabi government. Several of its subsidiary units, however, have been partly listed on the Abu Dhabi Securities Exchange, giving public investors a way to hold shares in specific parts of the group.
How is ADNOC different from Saudi Aramco?
Both are state-owned national oil companies, but they belong to different countries. ADNOC is owned by the Abu Dhabi government within the UAE; Saudi Aramco is owned primarily by the Saudi government. Aramco produces significantly more oil overall and is separately listed on the Saudi stock exchange, Tadawul.
Does ADNOC only produce oil?
No. Alongside crude oil, ADNOC is a major gas producer and refiner, and has expanded into petrochemicals through Borouge and clean energy through its stake in Masdar.
