24 New Projects Open for Public Feedback on Istitlaa Platform

Riyadh, October 7, 2025 – The National Competitiveness Center (NCC) has shared 24 new projects on its online platform, Istitlaa, for public feedback. These projects cover different economic and development topics and were prepared in cooperation with 17 government agencies.
Through the Istitlaa platform, everyone including citizens, companies, and government offices can share their opinions and ideas before the projects are officially approved.
One of the main projects is from the Capital Market Authority, called “Regulatory Framework to Allow Non-Resident Foreign Investors to Invest Directly in Shares Listed on the Main Market.” This project aims to let investors from outside Saudi Arabia buy shares directly in the main stock market. People can send their comments on this project until October 31, 2025.
Another project from the Center for National Health Insurance is called “Regulation on the Accession of Accredited Health Institutions to the Network of the Center for National Health Insurance.” This project will help organize how hospitals and clinics join the national health network. The public can give feedback until October 25, 2025.
The National Center for the Prevention and Control of Plant and Animal Diseases is also seeking opinions on its new “Guidelines for the Registration of Biological Control Agents.” This project focuses on controlling and monitoring biological products used to protect plants and animals in Saudi Arabia. Feedback will be open until October 20, 2025.
The Ministry of Municipalities and Housing has introduced a project called “Requirements for Funeral Washing Facilities.” It aims to ensure that these facilities are built according to the Saudi Building Code, keeping safety and cleanliness in mind. Comments can be shared until October 13, 2025.
The Istitlaa platform helps make Saudi Arabia’s lawmaking process more open and clear. It gives everyone citizens, businesses, and government groups a chance to take part in shaping the country’s future by sharing ideas and suggestions on important new rules and plans.
